    Students at Piper High in Sunrise took matters into their own hands Thursday morning by giving a pair of burrowing owls a place to call home.     In response to your first question, the blame can be put on burrowing owls. The project to put a traffic light on the overpass and widen the entrances to the Interstate was supposed to begin this month, but because nests of burrowing owls, which are a protected species, were found in the area the project has been put off until August, when the owls will no longer be nesting, and is expected to be finished in November.
